So I am looking to build a pc for around £1300 for Gaming, Coding, Streaming and maybe some game development.

This is a list that I have come up with and I was looking at 2nd gen Ryzen mainly due to the lower cost in CPU and motherboard.

Great build except the memory speed which is too slow for Ryzen 3rd gen, switch for a 3600MHz low latency kit and you're good to go.

A 3000MHz kit is fine. A 3600MHz CL16 kit is a lot more expensive.

The Crucial Ballistix Sport is a better buy though.

And don't I need an x570 board to use the ryzen 7 3700x?

the MSI MAX motherboards are already updated to support zen 2 CPUs, the rest depend on whether it's been updated out of the factory yet.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

I would do something like this.

The H500 is a better case than the Bitfenix imo. You only get two normal RGB front fans, but they are 200mm so good airflow. You can always swap out the rear 120mm for an RGB if you wanted. Another good alternative would be the Phanteks P400A.

Swapped out the SSD and PSU for better ones, and changed the board to the excellent Tomahawk MAX. This will run the 3000 cpu out of the box.

Only 12v as far as I know. If you want one with a 5v as well then you can swap to the B450 Gaming Pro Carbon.
