Low GPU and CPU performance on all games

When I play any game on my computer, MSI Afterburner says that my CPU usage is around 20%-30% and my GPU usage is anywhere from 40% to 60%. While on Overwatch, with all my settings on low, I struggle to reach 144 fps. My specs are listed below.
