Best free website builder

What website builder should I use thats free. I need drag and drop and need to export as HTML. Also no watermark please. I tried dreamweaver but it looks like I made a website in the early 2000s

 

I have a domain and hosting

Most, if not all, free site builders will have watermarks or their name on the URL, something like www.[site].[builder].com.

I tried weebly some years ago, but I don't know what they offer now.

Try Wix. One of the best I've seen outside Wordpress and Squarespace if you want free.
