A lot of things maybe.  Not sure what’s to start. What do you want to do with this machine?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

9400f is fast but short on threads.  It will be faster up to a point whereupon it will get slow fast.  AMD kind of owns the i5 slot and the big Xenon slot entirely these days.  There’s only the high edge of gaming where intel still holds an advantage.  And it’s a fairly thin one.  This means you’re probably going to have to go AMD unless you want to spend more money for less grunt.  OC 1600af (if you can find one) OC 2600, 3600, all have the same number of cores but are multithreaded.  They all want fast memory though which is getting pricey, so you’d be spending $500 to do it.  They’re a lot like an 8700.  Your memory is low and your video card is about as low as external video cards go.  It’s also a motherboard power card though which makes me wonder about you PSU which isn’t mentioned, and how much monitor you have.  Keeping the mobo you got though it will still need more faster memory.  8gb is scraping the bottom edge of minimum.  I’m not sure whether trying for an 8700 and 16gb of fast memory won’t cost about the same as changing to AMD anyway.  I’m really not sure the 9400f is worth paying money for.  AMD has a 6/6 chip, the 3500, and they’re not even selling it at all in first world countries.

 

I don’t know if your storage is SSD or HDD.  If it’s HDD, buying an SSD, even a small one, is a no-brainer.  Anything with cache.  Doesn’t matter how much.  Brand is irrelevant.  Also memory is something you’re likely already running out of.  If you get 16g of 3000 or 3200 it will be fast enough to use (barely) on an AMD mobo should you upgrade.

 

Call it SSD and maybe some more faster memory to start.  You can still use them if you do a mobo/cpu upgrade later, you’ll see real speed out of them immediately, and they won’t turn into junk if you update later.  CPU 8700 to keep the mobo, or some AMD b450 thing if you don’t.  Whichever is cheaper.

 

UPDATE:  gah!  Doesn’t even matter.  Grew a brain and looked up the motherboard.  It WONT EVEN RUN COFFEE LAKE! It’s lga1151, not gslga1151.  NEITHER The 9400f or 8700 will even work in it!  Any reasonably worthwhile cpu upgrade will need a new mobo.
