atm i have an 1080 card and it works all fine with both gpu and cpu overclocked but i ordered a new 2080 super , can my vs650 handle a stock rtx2080 ?
my specs :
i5 8600k at 4.6ghz
16gb ram 3200mhz
z370 aorus gaming k3
atc700 aorus for cpu cooler
512gb m.2 ssd
256gb sata ssd
1tb 7200rpm hdd
+6 rgb cooling fans+led strip

It should work but you're highly advised to get something better since this power supply uses outdated topology that won't meet the 2080S true requirements increasing chances of failure and likehood the PSU is slowly killing the video card.

They're all 80 PLUS, so that factoid doesn't matter.

 

But the topology of the VS can't handle the transient loads of a 2080, so I wouldn't even bother trying.

 

Seriously, though... You have a $800 graphics card and you want to know if a $20 PSU will work with it?  Seriously?
