update 2/17/2020 - i got the new vega 64 replacement from power-color, and did a quick run on unigine superposition to test temps, and never went above 52 degrees and have the the card oc'd to 1050 on the ram and gpu clock not touched fan curve set higher, and raised power limit and my 5960x xmp to 4.3ghz, i so i assume i dont need to change thermal paste but i did have my fan on the Rad to pull mode as the top fans on my case are in pull too

 

Should i just leave the stock thermal paste on the AIO, getting a replacement PowerCooler AIO Edition, good thing its was under warranty for another year, really like this graphics card and makes me excited for the new flagship gpu from AMD

also the new card seems to have shorter tubes from the rad to the card

Well you could do us all the favor of leaving it stock and running some tests (make note of ambient temps) and then replace the paste and test again.

im sure i did that before and temps went down, lost those numbers noticed high temps again thermal grizzly hydronught sucks then the thermal paste from my noctual kit made temps go back to normal, but i have no idea of a quality site to order high quality thermal paste,grease whatever term yo use

Think I even used that before, main question does the Vega 64 card especially the AIO version if the mounting pressure is spehcial, card worked  fine for the most part solid temps, but main display wouldn't turn on during boot had to power cycle the monitor, and GPU crashed even under the lightest games like age of empires 2 DE on stock settings on the GPU, only when I put a spare rx 550 4gb does it run the game just fine on a 5960x xmp to 4.3ghz, rx temps are very high had to get a pci fan bracket to keep it cook during game play

Repaste and check the hot spot, if the hot spot is to hot it will trottle.

Well if the pump is dead then powercolor will replace the unit and pretty sure I had the pressure right screw until you can't screw and don't go past otherwise things might break off
