Resolve editing budget build

Hi, I do some light editing  on my dell latitude e7450,  and i want to build a 475 usd machine as an upgrade. will a 2600 with a rx 570 or a r3 1200 with a 1650 super work better?

The way I’m reading this is “I want to run a particular piece of software.  Will this software benefit more from a faster cpu with more threads or a bigger GPU?”

I don’t know what software you want to run so I got no idea.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I figured, I'm saying you should get at least a 6-core CPU for it.

Not a lot of storage there.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
