I am currently running the three monitors on the 2080 card but it only has two Display port outputs and I would like to be able to run all three with display port connections to take full advantage of the full FPS capability of all the monitors.

My question is, can these two different cards run at the same time in this system? I’m not particularly interested in SLI or crossfire since either card has plenty of memory in addition to my system memory. I would just like to have the option of configuring NVIDIA surround Physx to blend the image across the three screens if I want to at some point.

You want all three to be expanded on the desktop or actually use nvidia surround?

10 series and up, all the monitors need to be on the main card for actual surround.
But you can expand the desktop all you want between 1 or several cards. And when you say FPS I assume you mean hz, unless again you mean actual surround for gaming.
