Hey Guys, 

First Time poster here. Please let me know if i miss any rules or am missing something.

first, my specs (Built Myself, working for ~8 months, no problems)

Mobo: ASUS Rog strix b450-f gaming
CPU: Ryzen 7 2700
GPU: Asus gtx 1660ti
Power: Thermaltake Tr2 700W
Ram: Gskill Trident Z 16GB (2x8) 3200mhz kit


I recently Purchased the EXACT same kit of RAM, to get myself to 32GB.
 

When I installed the RAM, windows gave me an error, something about hal.dll not working.
Turned off, reseated sticks, same thing, but a different error.
recovery did not work.

Took out both new sticks, boots fine. 
Leave in original 16GB, put 1 of the new sticks in, boots no problem (on slot 3/4).
Tried same thing with second new stick, boots up fine (slot 3/4).
Tried same thing with slot 1/4, one stick did not work (same windows error), the other did.
Tried both new sticks in slots 2+4 (where originals were, per Mobo Manual), windows error

by proccess of elimination, i would have thought slot 1 was bad, but also the two sticks together, without the old kit, do not work.
does this sound like an issue with the ram itself? is there anything else i can try? windows wont boot 

i searched around a little but havent found anything like this.

First, I'd try making a Memtest bootable USB to run memory tests without having to load windows. Memtest86 is a popular option for this. 

Then, I'd first try updating my BIOS in my motherboard, and reseating my CPU to ensure proper pin contact. 

Then just test away to eliminate variables and you'll know what's wrong. Sounds like you've been on the right track so far though!
