Low FPS with GPU not under load.

None of my components are hitting any sort of high load, graphics card is around 25% when in CS:GO I am getting 80fps in maps or so. What could be causing this?

CPU: 3600X

GPU: Radeon RX 5700

Ram: 16GB DDR4 3600ghz

 

Not specs that should have sort of issue in Counter Strike.
