I have the build listed  below and need to change the GPU, since it looks to be dead. I want something around the same price (preferably below) with equally performing stats. Mostly want to play Rainbow, Star Wars BF2, Killing Floor 1/2, Escape from Tarkov.  Also want to be able to run some software programs including MatLab, Solidworks, and others. Any suggestions are welcomed. Thank you in advanced.

The 5700 is a good option, but I'd suggest going with a Sapphire Pulse or Powercolor Red Dragon, as the stock blower style cooler cards will get fairly hot but more so loud real fast. Also, avoid the TUF X3 model too. With the 5700 you also have the option to flash a 5700XT BIOS onto it, giving you an extra boost in performance, but it will perform great nonetheless.

If any of the programs you use can utilise CUDA or other Nvidia features and you'd like to take advantage of that, then you'd have to go with the 2060 if you want to stay under $350, but you will lose out on 2GB of VRAM and the performance will be more similar to the 5600XT. Otherwise, if you can stretch your budget a bit further, then you could go for a 2060 Super.

I mean, if you play at 1080p, you could even go with a 1660 Super and get a great experience in any of the games you've noted. Some in-between options would be, as previously mentioned, the RTX 2060 or RX 5600XT.

What resolution and FPS are you expecting for these games? I was thinking that the 5700 was overkill for s game like rainbow six siege even at 1440p

Why not just RMA the GPU? If it's dead, they'll replace it. It's well within the warranty period.

I decided to go this route. But it seems that the GPU wasn't the problem. It seems to be something else. I have no frickin clue to what it is. Could it be the motherboard?

How is your monitor connected with the graphics-card, hdmi?

It was at first. But now windows doesn't show up.

You should pick a distro first, I recommend mxlinux https://www.techsolveprac.com/persistent-portable-mx-linux/ or peppermint https://peppermintos.com/guide/downloading/  they both do have nice live-environments so they are usable without any additional installation. But there are tens of other distros as well who can do the job.\

What do I do after I install this? 

How will I know if it is for sure a software issue?

You just put the image to a medium according to the guides, then boot the computer off this very medium to check if and how it is doing. It will already make use of the radeon hardware, unlike the windows installer which is using a generic driver. You do NOT need to install anything onto your existing harddisk. If it runs, it gives the opportunity to check your existing hardware and get some info off it. You can also browse the internet with the very live-medium which is at times very helpful to service computers generally.
