So do I boot up a live USB and do it from there?

You will need to boot a live os, like the solus install usb, and use the partition managaer, gparted, partitionmanager, or gnome disks, to shrink the main os partition. Then create a partition at the end.

Filesystems like ext4 support live shrink if I remember correctly.
