I got an Asus X99 Deluxe from the RMA, put in my CPU (E5-2603 V3) and powered it on.
 
The board works, but at the same time it doesn't. it powers on fine, gets to the BIOS etc. but most of the SATA ports don't show anything, the ones from the chipset only show disks on a few ports and even then windows doesn't want to boot from them, loading and then BSODing to a "boot device inaccessible" error.
I only managed to boot it from the ASMedia left port, the right one doesn't show anything in BIOS.
But that's not all, the board doesn't reboot, i can shut it down and power it on with no issues, but as soon as i try a restart, be it from windows or BIOS, it gets stuck on the QCode BF and after a few seconds shuts off. I can then power it on and it boots.
I also have issues with RAM speeds, they get pushed down to 1600MHz and don't want to go up at all, as soon as i try to get from 1600MHz to 1866 or more, i get a boot loop, QCode goes to 61, then switches to 60 and then restarts and continues that until i click the memok button to get it to power on to lower it back down to 1600MHz. (CPU officially supports 1600MHz, so it could be that technically, i tested 3 different ram sticks)
The USB ports in the BIOS also show that i have 4 hubs connected while i only have a KB and mouse connected.
 
I updated the BIOS to the latest one (4101) but no luck. I haven't tried another CPU because they are sadly not as available for testing as mainstream platforms, but i doubt i'd have this many issues with rebooting and SATA ports if the CPU was faulty.
 
I already sent ASUS a message about this, but wanted to ask here aswell if anyone else has a clue?
