Wait, how does the 3.1 convert to a 3.0 then?

I'm not sure what you're asking exactly...

These are USB 1/2 and 3.x motherboard headers.

the Type C connector is for USB 3.1 Gen 2,  USB 3.0 and 3.1 Gen 1 are the same connector, the larger 20 pin connector in the right of that picture.

Is there a cable that converts a USB 3.1 Gen 1 header into a USB 3.0 header?  If so, is there one that can split it into two headers?  I have an Aorus z390 Pro Wifi motherboard which was two USB 2.0 headers, which both I will use, a USB 3.1 Gen 1 header which I am trying to convert, and a USB type-C port.  The case I am using is a Cooler Master H500P Mesh which has two USB 2.0 ports, and two USB 3.0 ports.  It also has audio in and audio out ports; do I need other headers?

USB motherboard headers before the type C connector have 2 ports per header. If your case has only 2 front USB 3.x type A ports, it should only need one USB 3.x motherboard header.

Oh, I understand now.  I thought USB 3.1 Gen 1 and USB 3.0 were two different ports.
