For this build, should I buy some 120mm fans on the front as intake in addition to the fan at the back that comes with the case?

IMHO, yes.  they don’t have to be super expensive. They’re vertical fans so sleeve bearing is fine.  They’ll want to be high static pressure though.
This case has restricted airflow in front.  This is not necessarily bad.  It does mean that you need the right kind of front fans though.  Specifically ones with high static pressure so they can suck through those far away holes without a problem.

Do you already have the system? If not, you're probably better off getting a case with better ventilation to begin with.

It would make it easier. He might need less fans. That looks an awful lot like a >$30 case.  It needs $10 worth of fans to make it work. So $40.  If he can find a case for $40 that doesn’t need fans that would be awesome.  They more often go for $80 though.

At a minimum I generally prefer 2x 120mm fans as intake and 1x 120mm as exhaust, with proper dust filtration for the intake fans. This ensures good positive airflow and helps keep the system dust free, and your components with a constant supply of cool air.

Phanteks p300 seems to have similar front air issues.  If you want front air it’s going to need the same kind of fans.  It’s go some top air though so you might be able to get away without them.

What you're looking for from a case? The P300 doesn't have great airflow either -- at least not without some particularly good fans.

so what is the cheapest way to get a decent case with good cooling? I don't want to spend too much on the case

Imho very possibly what you had the first time.  My rule of thumb is get the cheapest case that has the front panel ports you want, but add to the cost of that case the number of fans you would need to make the airflow work.  your motherboard needs to be taken into account too because it has to have the headers to the front panel you want.  If a case has USBC but you don’t have a USBC header that port is useless

On the first case? Probably not.  The problem is that 140mm has lower static pressure than 120mm quieter, and higher CFM, but lower static pressure.  That case is an old design which is why it’s cheap, and old designs were built for older fans, I.e 120mm

The first case? 2 high cfm 120s in front and the included rear case fan should be fine.

 

lookimg at pcpartpicker they’re saying arctic P12pwm, which go for $7 a piece, and the case. Is $40 (my pricing assumptions are out of date it seems) so effectively a $54 case with USBa 3.2 in the front panel.

So I seem to have become committed to finding the cheapest option here.  The deep cool matrexx is the same price but has less obstructed front air which means that single front 140mm might just work, in which case there are numerous fans in the $10 range that would work.  So a savings of $4

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

There are a few more options at the very low end (like $25 cases) they tend to have poor front I/o though and they’re side air so they need another fan on the side blowing out.  Side air is kind of a PITA because the fan wire on the side mount fan tends to get in the way of things.  Might be another $5 or $10 to be found but I’m not sure it’s worth it.

Unless I'm mistaken, there's no support for a 140mm in the case.

I wouldn't recommend shipping from Corsair if if you want to save money.

The Matrexx 30 has that but it's not very sleek and considering the lack of a black mask on the edges of the glass.
