I'd lower your voltage if I were you. No comment about the "problem" you're having but you're going to have a much bigger problem if you continue to run your processor with that amount of manual voltage applied. I'd leave it at stock until you've read up on it some more. AMD has given no safe guidelines regarding manual voltage changes, so I'd personally recommend running it at stock ( Which AMD also recommends, and who knows better than they ), which is what I do with mine. You bought an expensive 12 core processor for a reason, applying a manual overclock across all cores not only won't produce very meaningful gains to performance, but you're also even potentially losing out on a bit of performance in more single-threaded tasks.

TLDR: ( My Opinion ) Run your chip at stock. Its 12 cores are on an advanced, yet objectively delicate process ( Comparatively speaking ). The processor has built in safety protections and running stock will guarantee long term performance and stability. Again, if you want to overclock, please, read up on it first. Because if you had done any research at all you'd definitely know a manually applied voltage of 1.4V is a definite no-go for Ryzen 3K.
