Twist it very carefully until it breaks loose, this is very normal with AMD's PGA sockets.

It was normal with Intel when they still used PGA

Yeah you have to be a little more careful with PGA CPUs. Reinstall the CPU and see if the system still works fine. I've heard of issues following such as failure to POST, BSOD in windows and unstable overclocks that were previously stable. If everything seems fine'n'dandy you got away with one.

I've never seen this before, I went to remove my AIO to upgrade to a Ryzen 5 3600.

With my AIO came out my CPU and it appears to be glued to the contact. It popped right out of the socket with the locking arm down.

What do I do??

You should never pull that hard to be able to pop the CPU out with the retention arm down. If its that hard, always twist the heatsink back and forth before pulling up.

But now its out, get some pliers to hold the cpu firmly, or put it in a vice and twist the cooler to break the seal. You should be able to pull it off, if not use a large flathead to leverage it off.

Considering how new the CPU is, are you sure you used thermal paste and not thermal adhesive?

What you can do is not to start new threads if people already answered your question at first place.

And like I said before check for bent pins
