Upgrading GPU tips

Hi all, 
I'm upgrading my graphics card and not entirely sure what to ge. I haven't upgraded my computer before, haven't really looked at hardware since I built it around 2013/14
I currently have a Nividia GeForce GTX 750 Ti, and I am looking into getting either AMD RX 590 or a Nvidia GeForce GTX 1660 Super.
I'm looking at these cause they are in my price range of 300-400ish, and looking around a little seem what I am after performance wise. 
I'm upgrading to play some newer games (my pc has been laggy/choopy a fair bit on low for some of the newer stuff). I play at 1920/1080 resolution.
I'm not really sure what I should be looking for comparing the two or what factors to consider (power shouldnt be a problem) 
Any help or suggestions would be much appreciated.

What power supply do you have? What's the rest of your rig?

Yeah - that's getting a upgrade. The PSU is probably a fire hazard at this point.
