What's "better" depends on what you want to do with your computer.

Intel is still better at high refresh rate gaming and AMD is a bit better (to a lot better depending on how you spend) at Multi threaded productivity and saving you some money. 
 

If you are building from scratch I would say AMD is the better choice right now. If you have a cpu cooler and slower ddr4 memory intel might actually be the better choice.

AMD right now is good for socket comparability. which means you get a decent pc going for 1000 bucks and upgrade the cpu later to the new 3950x when they are cheap. if money is no issue, intel is best, it out performs on most games and is optimized with the leading nvidia graphics cards rtx 2080 ti blow your hair straight back.

Budget is important. The 9900k will get you better gaming performance as long as you have the gpu and display to back it up, but if the 9900k cost makes you "house poor" you're better off getting a cheaper house (CPU) spending more on better amenities (GPU/display)
