Cross-Signing Roots

Hello all. I'm trying to implement a Cross sign between 2 roots from different domains. If someone could help me on how I could do it. I've tried but it also fails. I've taken a look at some documentation from Microsoft, buts all aimed at server 2003. Thanks.
