Brand new computer wont boot correctly

B360 may not have up to date BIOS and CPU support for 9th gen CPU. B360 was native to the 8th generation CPUs.

 

You might have to go back to the shop and ask for a BIOS update.

So for Christmas, i received brand new parts to build a gaming PC. Once i got done building it I plugged all the cables in, i powered it on. After it powered up it was not working correctly, there is no video output, no beep, and there are 4 LEDs on board to indicate hardware problems. The error lights switched between the CPU, and VRAM, very frequently. The board seems to have vitals because the board will restart itself then gives the VGA, CPU, and VRAM error lights over again only to restart itself up a couple of times before ultimately landing on either a CPU, VRAM, or VGA error light  then the computer will no longer try to restart itself so it just stays on and idle

 

hardware:

motherboard: B360 AORUS GAMING 3 WIFI

RAM: 8 Gig ddr4

CPU: intel i3 9th gen

STORAGE: 256 Gig ssd & a 1TB ssd

It seems 9th gen processors are supported from BIOS-version F12. Does the mobo's box specifically say it has been updated to F12 or that it supports 9th gen CPUs? If not, it may be running on old BIOS-version.
