That seems normal. Just means that your graphics card is being fully utilised.
What games are you playing, what graphics settings & resolution are you using, and what FPS are you getting in games?

Your CPU is overkill for an RX 480 when it comes to just straight up gaming. RX 480's go as low as $50.00 to $60.00. If you want more fps in high demanding titles, you're gonna need to upgrade that RX 480.

 

An RX Vega 64 is around what you want if you have to go AMD. An RX 580 8GB would suffice and provide a very decent upgrade over that RX 480 but it's still not going to keep up with that Ryzen 7 2700X.
