It sounds exactly like a Mobo problem (in theory it could also be the ram or CPU, but that is less likely).

turns out it was the ram both sticks were dead

Do you know if the BIOS was Ryzen 2000 compatible? Does it say anything about that on the motherboard box?
If not, I would suggest either trying to update it, or rather just return it and get a decent B450 board.

Are all the cables plugged in properly? Specifically the 24 pin and 8 pin cables.

What happens when you try to turn it on? Any LEDs turning on? Have you tried shorting the power pins with a screwdriver?

Could you ensure your monitor is on the right input? Or better yet - try another monitor (or TV) just in case your PC and the monitor don't play well together.

If there is a dedicated videocard in the system, be sure to plug in those ports

It almost sounds like you got a DOA motherboard in this case.

As a last resort, try booting with as little connected as possible. So no disks connected and such.

i tried booting with no disks and with only one ram stick and its the same problem and the usb ports still dont work. so you think half of the mobo is just dead?
