So I started getting into PC's about a month ago, LTT is the reason I know how to do what I do. However i received my pre around 6 months ago I started saving money and I ended up upgrading a few items such as adding 2 and replacing one fan to all led, my power supply from some bad off brand to a RM850x also speaking of the power supply. I bought a power supply cord extension kit for nicer looking cords. Now the specs i have in it are as follow

PS- RM850x

Cpu- I7 9700k (overclocked to run at 5.00ghz from its base of 3.6ghz however i undid the overclock because heating issues)

GPU- RTX 2080 Turbo

HDD- 240GB WD Green SSD = 2TB Sata lll Hard Drive combo with a 16gb Intel optane memory ssd acceleration

MB- ASUS PRIME Z-390P ATX

Cooling- Corsair 120mm radiator

Ram- 16gb ADATA XPG Z1 (2x 8GB sticks)

So now to the issue. I play COD MW 2019 Give me all the crap you want but its a fun game and I have fun with it. Recently I wanted to try streaming but when I started the Stream: I noticed performance issues in my stream player not in game and loading issues when i was loading into a map or just starting the game, as I would load it would lag super hard and it feels like I have 3 fps. I should also note that when have COD open and have it sitting in the menu I run temps around 50C  in all 8 cores and when i play i run around 55-60C but my cpu usage in the menu and in game is at 100%. Which to me didnt sound right to me because in my opinion my computer is a pretty beefy computer. For a comparison i played CSGO at 60-80% utilization. If anyone can let me know what the issue I will be so grateful. Im also willing to troubleshoot if needed. Im just really new to computers and dont really know what to do about this.

 

Ive attached some images of my core temps and my task manager i noticed while i was taking the screen shots that the in game cpu speed counter which is normally at 5 ms spikes up to nearly 40ms while loading.

AT least enable Intel Turbo Boost with Multi Core enchantment, CPU will go to 4.9Ghz on all cores, i wouldn't worry about temps as those CPU's start to have heat issue after 5Ghz

I have the same with a crap air cooler push/pull and it never went higher than 75c ich.

What is your RAM speed, it should be at least 3200Mhz.

I myself have run into many problems with that game on my 5ghz 9600k but there are solutions for the time being.

First whenever you launch the same go to task manager and set its priority to Normal

then locate the game launcher and the game (exe file) and go to properties>compatibility>
 

enable: disable fullscreen optimizations




Edit:
This will kinda fix the issue, like for me i was getting 80-90 fps in game on any settings then after changing it i am getting 150+

 

*You will have to set priority every time you launch the game because every time you launch it the game itself sets it back to high. This is not a permanent fix but should give your cpu some space for other tasks like streaming*

How do I enable the turbo and I have 3000 Mhz ram Also in CSGO i hit 80C with the asus BIOS setting set to extreme perfromance.

In the Bios settings there is a option for Intel Turbo Boost, enable it.

Plus there must be a setting for Multi Core Enchantment (i don't know the exact name in your mother board.

As for the RAM try to set it to 3200Mhz with touching anything else (voltage ect...)
