Not a retail one but pulled from a hp z210. Motherboard already has a proprietary 18pin power socket so wouldnt be much of  surprise to find a proprietary cooler as well

Well you can always try zip ties, but more than likely it may be a lost cause.

Is that the mobo?? If so for me it looks like it’s using AMD type of spacing and mounting mechanism

Yes indeed that is the mobo. Honestly that's what I'm thinking at this point, none of the the lga 1155 coolers come close to fitting

I don't think think it's LGA, could be some other like BGA. That looks like rectangular shape vs LGA1155 being square.
