PC turns itself off randomly.

AMD 9590fx 

Gigabyte ga-990fxa-ud3 r5

1050 ti

850 watt psu

1 500gb ssd

 

Will post and sit in bios indefinitely, as soon as I type in my windows key to install windows it shuts down and powers itself back up I just took this psu out of my 2700x system for my sister cause I have a new psu for that build coming tomorrow so the psu should be ok but it is makeing a new whining noise that I've never noticed. Bios reports 50c for an hour so it could be cooling issues?
