Downoad Intel XTU and lower the the Turbo Boost Power Max. Try it out a bit since - in my experience - too low will make it run unreasonably sow, but too high is still too much..

For my scenario, 12.50W was the best. But just try it out and see what speed it goes up to in task manager.

Try the reset first (I doubt that will do anything, since that is more applicable to desktop PC's and BIOS overclocking.

But doesn't hurt to reset, just gotta keep in mind you may need to setup the boot priority again

Good point.  I assumed 3.9 was a literal OC rather than boost.

Oh by the way, it's worth mentioning the laptop might have its fan system filled with dust, which may cause the components to root anyways.

Cleaning out the laptop will likely help too with thermals and noise

What you have should be a good start.  DOn't set it to it's idle speed (2.3).  I mean, you bought it for a reason, so perform.  So let it.

Clean it, get it on a hard surface (not your couch, bed or lap), and let it breathe.  That should help a lot.

Calm down with the mentions, I was away for not even an hour!

Don't turn down the speed too much. Only a little bit and clean the laptop's insides.

You get a lot more CPU and a lot more GPU for, but for a higher price.

As for peripherals and monitor, I would just go for the Coolermaster CK350 as a good budget keyboard, whatever mouse your personally like (as that is highly subjective) and something like the Acer Nitro VG240Y for a monitor (Freesync, which works on AMD and Nvidia, 75Hz, 1080p). Just make sure you get an HDMI cable with that monitor.

And make sure you have some audio stuff (speakers, headphones, etc.)

Oh yea, didn't notice the 144Hz demand. Sorry.

The Sceptre C248B-144RN or Samsung CRG5 could work for that demand, if you are okay with curved. Otherwise the Acer Nitro VG0-23.8 looks good too. But to be honest, I am not that into monitors myself..

What do you mean with your first sentence?

Just now, AspectBh said:

I also want to stick with the CPU because i don't think is bad the graphics card i need gsync for and the monitor needs to be 144hrz thats basically all the things but if you can convince me then go ahead

Personally I feel like the 2600 is just much greater value, but if you want to stay Intel; you do you.

The Q300L case is also not that great for airflow, but it will work. Nvidia works with Freesync now too, so you don't specifically have to find Nvidia G-Sync panels.

The 5700 is also quite a bit better than the 1660 Ti, although the Nvidia card is not half bad for its price either.

But I don't really have any points of critique for your original build. I just feel like AMD has more value in that price range. Not sure how H310 would hold up, for example. Or if B365M is a better option.
