Hardware wise just make sure you are running as close to 2800-3200 speed ram with ryzen 2000, if you want do a basic overclock to about 3.8-4.0ghz

Pubg specific? This isn't mostly CPU related but all things which have helped me since playing the game on very old hardware, and still work on my more modern system. 

1. PUBG is one of the games that benefits from NOT utilizing 97-100% GPU, many games are like this but not all. This means if you get over 97% GPU utilization you will incure noticable input latency.   Driver based stuff like "Anti-Lag" or "Ultra Low Latency" help with this, but you exceed either of those  abilities by just keeping GPU from being too overwhelmed and setting ingame frame cap to compensate.  For PUBG i'd recommend testing for this in Training mode as its about as bad as any normal gameplay will stress the GPU.  Along with this if using G-sync or Freesync keep frame cap about 5-10 fps below max frame-rate as exceeding the limit also incurs input latency.  If you don't have duel monitors to easily monitor this with task manager use MSI Afterburner and rivatuner overlay to help figure out where a reasonable FPS cap is, as high as you can go without exceeding freesync/gsync limit or utilizing more then 97% GPU is best FPS cap. 

2. Simply what GPU might be important part of equation to help with this, but start off with everything on very low, if GPU isn't too over-whelmed then start with turning up textures, after that world detail, after that post processing, everything else isn't needed but if you have great GPU then if you want to go beyond it go for it, but most Comp players only turn up textures and nothing else.  I'd recommend against turning up resolution scale, for some reason this can likewise cause latency but may differ based off system specs (better cpu and gpu, or on certain graphics drivers may not care) 

3. Something about PUBG makes it like optimization like a very old system even if on newer hardware, more so then any other popular modern titles turning off all and any backround processes you don't need helps with 1% and 0.1% dramatically, don't play the game while chrome/firefox or whatever else un-needed backround apps etc is left open if you can help it. 

4. Setting up a task to clear page file within ram seems to help, one shouldn't have to do this for modern games as usually they would be better optimized, but PUBG is one of the few (along with BF1 and BF5) that genuinely seems to benefit from this because game doesn't manage standby memory correctly and starts stuttering as it fills up.  This helps whether you have 8 or 32gb of memory because of how poorly PUBG handles this.  This was a life saver for me when on DDR3 and using a 3rd gen intel.
