Where is my bottleneck?

Your GPU should be fine as it's working with other games. Forza or your drivers may be the issue.

Just got my m.2 installed and cloned the partition from my crucial ssd to it reinstalling games due to expected problems. Hoped to go straight to 4k forza but no im stuck around 47fps even at lower settings its under performing. Windows says im essentially idle with onlny like 25% cpu, 40% ram, and like 45% graphics card usage. Just trying to figure out where my bottle neck is so i can fix it. CPU is water cooled stays around 45c in game, GPU doesn't ever go over 70c. Please Help! Here is my PCBenchmark with all the info you can need. I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Well, you cannot get 60fps in forxa horizon in medium setting since you only have rtx 2060 super

Forza what? which one? FH3 favors higher core speed, especially intel CPUs.

Checked your things, and your system is doing pretty well comparing to other similar pc's like yours

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Try turning vsync off and making sure gsync is enabled via your graphic cards Nvidia settings (if your monitor is compatible). Online runs of the game have it around 90fps for medium res at 4k so it could be some mistake in your game. Is any other games having this issue or just Forza?

No Black ops with RTX gets like 80ish consistently in 4k. I dont have gsync but i had frame rate unlocked and locked and either way it tops out at like 47 ish, And if it were not able to run it wouldn't my GPU be pinned at 100%? Call of duty is at 100 almost full time and runs smooth as can be. I will say the play ability is not ruined it doesn't feel like its at 47 fps cause there are no tears/artifacts that i notice.

This is definitely something wrong with either your settings in Forza or just Forza itself. Multiple things can be an issue with the game so to tell you outright the problem is almost impossible on my end. My best suggestion is to reset defaults and try toggling vsync. If that doesn't work try editing other settings. Could even be a recent driver messing with the game (check to see when your drivers were last updated and see if there are updates/when the last one was installed if it correlates with when you started having issues).

Thanks man i put effort into it, Its "overclocked" by that i mean its just pinned at 4.0 at all times and it made a huge difference in responsiveness

Err, what?  I'm sorry to tell you - regardless if you notice something or not  - but something must be really wrong with either your GPU or setup... 

 

Seeing a GPU going to 100% is *very* common,  it's how it's supposed to work,  especially if you're already "dropping frames"...

So what i did to solve this is im sending my 2060 back to amazon and just ordered a new 2070s. It is on its way lol... I do agree with you there is some sort of driver issue it seems but its all fresh install so im not sure at this point, and i want 4k gaming i bought the wrong card trying to save what $80 and overclock it not really thinking i cant really over clock a factory overclocked GPU.
