Like.. I guess it depends on what games you want to play? I don't really think the Nvidia Shield belongs in this roundup at all

You'll have easier time collecting physical copies of games for PS2. Both systems seem to have modding options, but if you don't know what experience you're after, an original Xbox could be worth considering. They're powerful, stock system comes with HDD and Ethernet, and they're simple to softmod (one cable, specific (common) game disc and a USB drive, one additional cable if you want to upgrade the HDD). They're excellent emulation machines, and thanks to backwards compatibility you can build a library that's relevant beyond just the one machine (so you can do what Linus did when you are done with the OG Xbox).

I recommend checking Modern Vintage Gamer out, he puts out a lot of content about these ageing systems.

As an owner of a PSP.... and pretty much every other PlayStation, I can tell you that a PSP is borderline pointless. A Vita (or PSTV) can play most of the PSP's library (digital only though). There's of course some games that don't have digital versions and few digital versions that claim to not be Vita compatible (you can download some "non-compatible" games with a PS3 and transfer them to a Vita/PSTV and they will work like Valkyria Chronicles 2), but otherwise, it's not really worth it unless you are into collecting. The screen is tiny, the controls aren't great, battery life is terrible etc. Don't get me wrong. I actually love my PSP but the Vita (or PSTV) is just a better option. I bust my PSP out every once in a while to play one of the few physical games I have. Otherwise, I just play PSP games on my PSTV. One thing to note, Vita memory cards are expensive. At least the PSP uses Memory Sticks which are still readily available (you can also supposedly adapt Micro SD to MS Pro Duo).

Now, as far as which to get between a PSP or PS2, definitely a PS2. There are so many more games that are easier to find. My local used game store has an entire PS2 aisle while PSP games have a single shelf. Systems, parts, and accessories are also easier to find. I would say find you a clean first version Slim model (SCPH-7000X) and maybe get you a Brook Super USB adapter so you can use DS3 or DS4 controllers. That adapter's biggest draw I'm sure is being able to use wireless controllers but for me, it's more the fact that I have like seven DS4s and one, maybe two good DS2s.
