google drive speed capped?

my download speed is 100mb when downloading a file is 10 megabytes a second sometime i can get up to a bit over 11 megabytes a second

 

 

i used to get downloading off google drive over 8megabytes to a little over 10megabytes since last week downloading off google drive i only get

1.7megabytes to a bit over 2megabytes a second

what happened

I know the upload speeds are capped for sure, but i haven't heard of download speeds being limited
