Adobe After Effects 17.0 on Windows 7 or 8.1 or Linux?

When see your system requirements of Adobe After Effects 17.0, It says that requires Windows 10. Is there anyway to run Adobe After Effects 17.0 on any Windows 7 or 8.1 or Linux PC?

Under a VM, certainly. Maybe (maybe!) under WINE

Otherwise, download a demo and see if it'll install under 7/8.1, before you buy it

This is a misnomer.

The Adobe software requires "Windows", as the only supported version of Windows is Windows 10, that's why it's Windows 10. With that said, there is nothing special it uses on Windows 10 other than graphics tablet and OpenGL support. So you could probably run it under WINE, but if you're not going to run it on Win10, you're better off Running it on Mac OS X. Adobe uses their own frameworks so they can have portable software between Windows and OSX, so if you can install it under WINE, you might only lose functionality that invokes platform specific API's.

The same issue happens with software developed for Linux (eg TheGimp), tablet support is often broken between different OS versions because almost no graphics tablets support Linux by their manufacturer.
