What's your monitor refresh rate? Try limiting your FPS down to something around double that. I used to have extremely high GPU usage and some weird issues like that, but the in-game graphic options let you set a maximum frame rate, and that worked.

AMD Ryzen 5900X

T-Force Vulcan Z 3200mhz 2x32GB

EVGA RTX 3060 Ti XC

MSI B450 Gaming Plus

Cooler Master Hyper 212 Evo

Samsung 970 EVO Plus 2TB

WD 5400RPM 2TB

EVGA G3 750W

Corsair Carbide 300R

Arctic Fans 140mm x4 120mm x 1

hmm. strange..  have never used any rtx or gtx gpu before. try this in the following order. 1. turn on fast render. fast math. smooth fps, smooth world and VBO's. if these dont work. uninstall your gpu drivers and install the latest version of the driver from nvidia's website. if you have integrated graphics. make sure that minecraft is set to use the high performance gpu. let me know how it goes.
