I'm building a gaming PC for a friend of mine and am running into an issue that I have been unable to fix after many google searches.

 

Hardware:

CPU: Ryzen 5 2600

GPU: GTX 1070 Founders

Motherboard: MSI B450I (mini-ITX)

RAM: Corsair Vengeance LPX 2x8GB

Storage: Intel 660p M.2 1TB

PSU: Corsair SF450

Case: Fractal Node 202

 

Note: The GPU was purchased used to save money, everything else is new.

 

OS:

Windows 10 64bit

 

The Issue:

When running a full screen 3D application (I've been using Unigen Heaven primarily) the screen is constantly flashing black. The frequency and duration of the flashes vary but it's generally a few seconds running, then a few seconds black. Notably, the mouse is still visible on screen when it goes black. MSI afterburner reports that the GPU is under no load while the screen is black. Sometimes the screen goes black and stays black until I force the machine to reboot. Windowed applications like chrome also flash black sometimes, though it is less frequent and generally more brief. When this happens, only that window goes black, not the whole screen. In addition to all of this, I have been getting BSODs with error code "VIDEO_SCHEDULER_INTERNAL_ERROR". These crashes do not seem to correlate to system load, and often occur right at startup. 

 

Hardware Troubleshooting

I immediately suspected a DOA GPU but have pretty much ruled this out. When I put the GPU into my personal PC, it works flawlessly. Furthermore, when I put my personal known-good GPU (a 970) into the new system the exact same issue is present. I ruled out the 202's PCIE riser card as most debugging has been done outside the case with the GPU inserted directly into the motherboard. I've ruled out the PSU as using my known-good 850W power supply does not fix the issue. I've reseated the RAM, CPU, and M.2 drive. 

 

Software Troubleshooting

I've reinstalled Windows several times, cleanly each time. I've reinstalled the graphics drivers, cleanly. I've updated the BIOS to the latest version. I've installed the motherboard drivers directly from MSI's website. I've messed with various setting in Nvidia control panel, but nothing seemed to have any effect.

is the CPU or RAM overclocked?

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"
