I recently bought a ryzen 2700x and i tried streaming with it everything works fine temps are good 50/60c but streaming with OBS x264 veryfast preset at 3500kbs 1080p 30 fps the final product of the stream is crap and a slide show also obs gives me a "encoding cant keep up" and runs the stream at 10fps even though cpu usage is at 30% max, tried various games and setting even the ones used by linus on stream encoding intel vs amd video and nothing, also internen is 500mbs down 200mbs up so its not the issue

You got an Nvidia GPU ? If yes you can choose the i think NvEnc its called codec to let the GPU do the work. 
This way i get nice 720p 60fps streams with an rtx 2060 and r2600 - max quality - 6000 bitrate. 

Maybe streaming with these settings and gaming ( i suppose ) on the same machine is too much?

my gpu does not suport nvenc, doubt it other people stream with even the ryzen 5 just fine and even linus has made a video with this very cpu and streaming with x264 with smooth 60fps not to mention cpu is only at 30% usage

Guess I dont really understand what you mean, just saying I do stream with that but most of the work is on theGPU. :)

Maybe you got some other hidden setting wrong. Maybe your Ram problem , maybe if you overclocked there's a problem. Otherwise 30% usage is I guess the overall usage , 
maybe game and software cant use more then a few cores so it means you're at 100% of these that can be used. I dont know sorry :)
