Couldnt you just... ignore the adapters and just plug in the 6 and the 8 pin cables directly from your psu, unless your psu doesn't have those connectors?

I dont think you've been scammed (at least with what youve said so far) you might  just need to upgrade your psu, any power supply that doesn't have at least a 6 and an 8 pin pcie connectors is probably not that good, although im still confused by the fact that you said your graphics card came with those adapters, I've never bought that specific card but no graphics card ive ever bought has come with power adapters.
