Server won’t post

Testing Server dual Xeon 2670 rx590 on hunanzhi motherboard with 48gb ddr3 1600 inside a rosewill server chassis. It is not posting. Error code 64. I can’t read Chinese motherboard manual, any ideas? I’m at a loss. I contacted the seller but who knows how long if they even do get back to me. Any suggestions would be great I know Linus did review of this board with single socket

Don't you need RAM installed for both sockets if you have two CPUs? It looks like your top four slots are full but the bottom ones aren't. I'd try two sticks in each socket's slots.

 

Edit: Also, are you missing a CMOS battery?

They are there they’re actually in the orange slots this is very hard to see because they’re like blend in with the black on the board I actually may have those in the wrong slots now that I think about it.
