So I just recently built my first desktop, and was elated. Installed Windows 10, and things seemed to be fine. Then, I began having boot issues; the computer would crash at the Windows logo, and I'd have to try multiple times to get it to successfully turn on. I had researched, and seen that it could be an issue if I had installed Windows with multiple drives attached, so I decided to try formatting both drives and reinstalling, as I didn't have much and didn't want any remnants to mess with anything. I attempted to install to the SSD I had bought to serve as a boot drive, and my issues started. My computer was unable to make it through the setup process fully. Once it got to the "Hello, we're finishing up setting up your computer" stage, it always crashes, if it hasn't already. I tried both my HDD and SSD, as well as remaking a flash drive for the install, but to no avail. I then decided to try loading Ubuntu instead, which worked with no issue. Upon trying to select the RTX 2060 drivers, and then restarting, I was greeted with the screenshot below-and even after a while of waiting, I couldn't get past this screen. Rerun the setup utility, except I don't restart after changing the NVIDIA drivers, and the computer just crashes on it's own (and when I say crash in this post, I simply mean turns off. No BSOD for Windows, or anything of that nature). At this point, I'm really not sure what to do, and I'm really hoping that this can be fixed because it's my first build and something I've been wanting to do for years. Spec list is below, and thank you for any help/ideas.

CPU: AMD Ryzen 5 2600

MOBO: ASRock B450M PRO4

RAM: G.Skill NT 16 GB (2 x 8 GB)

Storage: Seagate Barracuda 1 TB 7200 3.5" HDD

Inland Professional 120 GB 2.5" SSD

GPU: Asus GeForce RTX 2060 DUAL OC

PSU: Rosewill 500 W 80+ Bronze Certified Semi-Modular ATX PSU

EDIT:
TLDR: PC Can't get through Windows Setup without turning off, and won't boot Ubuntu after switching to NVIDIA drivers, requiring another run of the setup. BIOS is up to date.

Installation drive being the flash drive, or the SSD/HDD? I've tried remaking the flash drive multiple times with the same result, and if you mean the Desktop's storage, I don't have anything brand new besides what's in the system. So I'd have to go buy a new drive and try it with that?

test your boot SSD on an different system, see if it can read files.  

 

 

Do you have another system to test the PSU?

Unplug everything except the SSD when installing windows.

Also make sure you use the official media creation tool to put windows on a USB.

I'm using the official utility that you linked. I've tried having only the SSD, only the HDD, and both (initially).

The SSD and HDD are both okay in terms of reading files, but I don't have another system to test the PSU. I'm about to try single channel ram, and I'll reply how it goes. I just have to remake the Windows setup usb, because I had put Ubuntu on there to try it instead.
