Rockstar has admit the Launcher wasn't ready for a release of the proportion of RDR2 and have been working non-stop since fixing bugs and glitches, they are releasing updates to the launcher every 12 hours or so.

So you should be patient and wait your issues to be resolved by them, try deleting everything and reinstalling it tomorrow or something they should have made a good progress by then.

The game also has performance issues, runs poorly on nVidia and Vulkan API has been reported as glitchy as hell, pretty much Rockstar pulled out an Ubisoft here and released a broken unoptimized PC Port... hopefully all the updates now can solve the issues.

what finally made it work for me was updating my bios.   asus prime x470 pro was on agesa 1.0.0.3 AB and going to 1.0.0.3 ABBA loaded it fine

this was before the most recent launcher and game updates

I doubt the Bios has anything to do with this.

Some Anti Virus Software cause Problems with the Launcher.  I use Kaspersky Premium. Works fine. Try to disable your AV and see if it works.

that was my thinking as well but none of the rockstar suggestions worked then the bios change finally did it for me.    there's a large reddit discussion about certain bios versions being issues and many are having luck either updating to latest or rolling back slightly depending on chip/boards

happy to be playing.   gorgeous game

Good for you it works now. Must be the first Game in History that cares about the Bios, if thats realy the Issue. Game is great yes, but normal NPCs are way to hostile, and when  i fight back, im the bad guy. Other than that, i realy enjoy it.

I think Destiny 2 had a bios fix for ryzen 3000 chips.    The reddit thread is referenced here in case you're still having issues 19_blackie_73 and want to try
