Check your antialiasing settings, sometimes too little of it or disabled altogether can cause that.

What are you referring to specifically? The flickering shadows?

Yes the flickering shadows on the ground as u can see the video. The one the ground they are bothering me. I have the highest setting for anti aliasing in the game.

Turn off anti-aliasing to see if that fixes it. Texture flickering is a side effect of with PUBG's anti-aliasing implementation.

Well that could be your settings as well. Highest doesn't always mean best. There are often settings in games that conflict with each other.
