*I know close to nothing about computers so please keep this in simple terms* I have a pretty bad pre-built pc. I am looking to get an upgrade. I will be buying a 240hz monitor (upgrading from 75hz) and need to upgrade the computer to take advantage of this. I have a ~$325USD price range, and im not sure what to get. My current pc has a ryzen 5 1400,amd rx 570, and 2x 8gb DDR4 2400MHz ram. I'd assume I should be upgrading my gpu, but im not completetly sure if the cpu or ram should be upgraded first. I use my pc mainly for playing games like fortnite and cod and some school work. I want to get better frames in competitive fortnite, mainly as end game is very taxing( i get down to 40 fps from standard 120 cap). Any advise is much appreciated! Thank you.

Edit: I am not looking for 240 frames, just the monitor i am getting

For your 240fps performance target, a Ryzen 5 3600 is a must, and some faster memory, as well as more of it. You can probably play on low settings with that RX 570 and upgrade later down the line, to something like a used GTX 1070.

CPU AMD Ryzen 5 3600 3.6 GHz 6-Core Processor $194.79 @ OutletPC
Memory Team T-FORCE VULCAN Z 16 GB (2 x 8 GB) DDR4-3200 Memory $54.99 @ Newegg

Check and make sure that BIOS has received an update to support later Ryzen generations.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Ive looked it up and it seems that the BIOS is up to date and still doesn't support the Ryzen 5 3600. Im not even completely sure what any of this means, but does this mean i cannot upgrade my cpu?

I say you upgrade the GPU first, with that budget you can get a RX5700, 1400 can still drive that GPU, but ideally you want at least a 1600.

Then, if you can sell your CPU ($50) and GPU (RX570 $80) and get a 2600 with that money.

If the most up to date BIOS for that motherboard does not support newer Ryzen generations, you are SOL for high refresh rate gaming. The 240Hz monitor would not be a worthwhile investment.

You could do something like this or save up some extra money to get a nicer B450 board, this board should work fine with the 3600 at stock settings.
