Your not really giving yourself much of a choice with that 65 Euro budget. None of the boards I saw have 4 fan headers, the maximum I saw was 3, most have 2 headers. None have RGB headers. None of the boards at your price have 4 RAM slots except for the Gigabyte B450M DS3H AM4.

I'd highly recommend getting a used motherboard if you are comfortable with that. Or getting some less expensive components and putting more money into the motherboard. Motherboards are the most overlooked piece of hardware, while being one of the most important.

These would be fine:

£65.99 Asrock B450M PRO4-F AMD B450 AM4 Micro ATX 4 DDR4 XFire VGA DVI HDMI M.2  : https://www.amazon.co.uk/dp/B07QXNJHV8

£62.35 Gigabyte B450M DS3H (Socket AM4/B450/DDR4/S-ATA 600/Micro ATX): https://www.amazon.co.uk/dp/B07FKNM8FQ

The Asrock board has a slightly better VRM (the dc-dc converter which powers the CPU), so it should be a bit more future proof.

It also has a better onboard sound, ALC892 vs ALC887 ... better is relative though, let's just say at least it's a chip from 2011 instead of a chip from 2008, both are ancient audio chips.

The Asrock model also has 2 m.2 connectors instead of just one, and also has 2 extra usb 3 ports in the back and a USB type c connector in the back.

This extra stuff is worth the 3-4 uk pounds extra.
