My Friend said he wanted to get a pc 

he already has a hard drive and ryzen 5 and his budget is 590$ USD to 600$ Is this build good or no

This is the worst SSD from a known brand there is, replace it for the similarly priced Crucial BX500 if you must save every penny on storage as at least it's reliable and higher performer.

The GTX 1060 is not a very good card and specially for that price.

 

If you want brand new and can put 200 bucks on a card the RX 590 is a better pick:

K and would a single fan version of the 1660 be good because there is one for the same price but a single fan
