he already has a hard drive and ryzen 5 and his budget is 590$ USD to 600$ Is this build good or no

The GTX 1060 is not a very good card and specially for that price.

 

If you want brand new and can put 200 bucks on a card the RX 590 is a better pick:

K and would a single fan version of the 1660 be good because there is one for the same price but a single fan
