i always looked for higher memory speed but recently i found out that latency is important too, but i'm confused at this point. i been told i should look for less timing latency for example 15-15-15 or 16-16-16 but i'm seeing rams with 16- 20-20. what does that mean?

each memory kit runs on a few dozen timing values, but those listed in the front affect performance more. 16-20-20 for example is worse than 16-16-16, but definitely better than 18-20-20 and roughly equal as 17-17-17 nd 17-18-18.

Timing potential can also be estimated with timings as well, so if the second and third numbers are rather loose then dont expect them to tighten well when you're custom tuning it either.
