If it's a reputable retailer, they should be making it clear that it's refurbished. Most products have security seals that are designed to leave signs if they're broken, so you can check that. 

 

If it's eBay, all you can really do is ask. If you really don't trust them, buy it from a known retailer.

When looking at their website or looking at the packaging?
The packaging should be quite obvious, because if it was opened, the stickers would not be intact anymore (and possibly the thermal paste is not pre-applied anymore on a cooler).

If you're looking at the website, you just have to trust them until you have the components (trust them telling you it's new, or a refurb. Any reputable store will tell you it's a refurb). Doesn't hurt to check their reviews though.

 

In your title you only mention CPU, but in your post you say 'any product'. CPU's (and some other components like SSD's) have pretty clear seals, but items like GPU's and motherboard do not.

Faulty CPU are super rare, like airplane crash rare. They are hard to break.

A new CPU has 1-3 years warranty, so if you encountered such thing, you can ask for a replacement.

If it came with a box, it should have a serial number so you can check it in AMD / Intel website to confirm.
