So im running a 3600, and am looking to upgrade from my Wraith cooler, what is a good cooler for an matx board thats under, 158mm in height,  technically my case suports a little larger but i also will be having fans on the top of my case, the case im using is a thermaltake core v21, and the mother board is the Aorus, b450m if that helps, Thank you.

a is never version -> even better fans! get u12a. Those fans included there are best in class and pure engineering porn :D

average temps are better by 3-4C and noise is the same.

No, because coolers don’t improve much or well very slowly. 

and new tech you want? Compare the fans lol NF-A12 is oke of the Most Advanced Fans

New tech that actually brings meaningful performance difference. Unless Noctua brings a bigger heatsink with these fans I dont see that coming (especailly with Noctua's progress speed). If you just want the fan there's also the CM SF120M in the future, which will be cheaper because it comes later.
