The person recording probably used an external device, either another pc recording with a capture card, or a USB capture card.

If you are doing anything in windows, OBS can record your screen, but at a cost to performance if you don't have a decent system.

Moved to Programs, Apps and Websites.

There's a bunch of programs that you can use to record your screen. I'd recommend using OBS (it's the same software a lot of streamers use to record their games).

I saw a video in youtube which records the windows installation. How did he do that?

If you want to record something like the windows installation process where you don't have an operating system installed on the system yet, you will need a hardware Capture Card and another PC to record the video output from the computer you want to record.

CPU: Intel i7 6700k  | Motherboard: Gigabyte Z170x Gaming 5 | RAM: 2x16GB 3000MHz Corsair Vengeance LPX | GPU: Gigabyte Aorus GTX 1080ti | PSU: Corsair RM750x (2018) | Case: BeQuiet SilentBase 800 | Cooler: Arctic Freezer 34 eSports | SSD: Samsung 970 Evo 500GB + Samsung 840 500GB + Crucial MX500 2TB | Monitor: Acer Predator XB271HU + Samsung BX2450

to record the bios, or something outside the operating system (so you can't run applications) you need to use a second computer with a capture card, or you need an external capture card which has the option to save to sd card or usb stick.

Here's an example of such a card:

Amazon.com: AVerMedia Live Gamer Portable 2 Plus, 4K Pass-Through, 4K Full HD 1080p60 USB Game Capture, Ultra Low Latency, Record, Stream, Plug & Play, Party Chat for Xbox, Playstation, Nintendo Switch (GC513): Computers & Accessories

Otherwise...

No, you don't need a 2nd PC.

You can do it in OBS, just need to configure the encoding settings correctly.

You can also do it with something as basic as Virtualdub, but obs works great if you configure it properly.

Here's a video i just made : http://savedonthe.net/a/temp/capture.mp4

it's recorded on a laptop with dual core cpu with 1368x768 screen

I'll delete the video in a few hours.

edited...  because apparently only saw the "no, you don't need a 2nd pc" and felt the need to comment.

I think you misread this, he is specifically speaking about recording without an OS. Which requires either a 2nd PC or external Capture Card.

Yeah, no. Not even with one OS already installed unless the new install is done in VM or something like that.

Though another option is to use actual camera. This is pretty much how TTL of OC3D does his BIOS reviews and guides.
