I have a cannibalized/budget build in a cheapo case but with 2 top fans, 1 back fan and one front fan. I use the coolers that came with cpu and gpu. thermals seem fine even under full load. At least 60% of time i just watch something online, but sometimes I play things like CSGO, hitman2 , fallout 4, GTA V, Tomb Raider, etc.

I have 250$ i am working with, and was wondering what I might need to upgrade first.

Kingwin powersupply (550W cannibal from 7-10 years ago...) , Ryzen 3 2200G (was new on sale) , ASROCK x370 pro4 (refurbished new) , MSI RX570 8gb (huge sale), 24 gb ram 2.4Ghz (2x 8GB Corsair Vengance LPX bestbuy sale upgrade in dual channel + 8gb OloY 8gb2 original ram) , 500 gb windows sata ssd (dogfish), 3tb, 1tb, 2x150GB hard drives, I have a Samsung 850 Evo SATA ssd in one of my laptops that i havent got around to cannibalise yet...

peripherals are reddragon amazon rgb set (dont really care), Vizio LED 3DTV (1920x1080 resolution max) wall mounted

I am not a total noob to pc building and would always build my own pc until the first core i3/5 came out and ended up with laptops for a while... finally have the space/budget/time to have an ok pc. Did some catching up on the new hardware options and now I am a bit lost... Should i get 3rd gen ryzen 5/7? are there any good deals on 2nd gen ryzen 5/7? is my power supply good enough to run all i already have? Is running the extra OloY ram stick hurting performance? should i get an AIO cooler? a beefy air cooler? quieter fans? should i get a 120/144 Hz gaming monitor? Should i just save the money for now and buy a Gen3 Ryzen cpu/New motherboard?

I would say you have a pretty decent system as it is. The extra ram stick might be a hindrance especially if the timings are different or worse. I would say take that stick out and see if you have any changes in performance. Other than that, save up and get the new CPU/Mobo.

The PSU's definitely garbage by todays standard, upgrade that.

A better AM4 CPU, check compatibility (a simple BIOS update will hopefully allow for an R5 2600 or something)

 

and a high refresh rate 1440 or 1080p freesync monitor. You'll appreciate the extra frames in CS: GO and it'll be an overall much better/smoother gaming experience in other AAA titles etc. No need for any extra or beefier cooling if you're not being thermal throttled.
