Cannot ping individual devices on LAN

Could be the AV ?

 

Try to boot in safe mode (one of the PC you're trying to ping) with networking and close the AV if it's still running and see if you can ping the PC while it's in safe mode. If it works, it's either the AV, or something that isn't running in safe mode but is otherwise running when not in safe mode.

 

Also check if you have weird warnings or errors in the event viewer

I have 2 computers on my network that I am unable to ping, except they can ping my PC that's connected via Ethernet but I am unable to ping them. They are both on the wireless band. I tried connecting them via physical Ethernet, disabling the firewall on both clients, I checked the subnet mask and ip's to verify their both on the same IP network, and I tried setting static ip's. AP Isolation is disabled on router, Both of these malfunctioning computers are running Windows 7 Unlike the computer i'm using to troubleshoot them is using Windows 10, I can ping every other device on my network even ones using the wireless bands. At this point i'm stumped I have tried everything within my knowledge to diagnose this with no prevail.

So I just booted up the PC in safe mode with networking and I still couldn't ping it from my PC but I tried to ping it from a different PC and and it worked! turns out it was my PC that's having the problem so I booted it up in safe mode and it worked on mine. I feel a little stupid for not trying to ping from another PC I just figured it must have been on the other PC's end as this is a somewhat recent install of windows on mine. I assume you're talking about a Antivirus when you say AV but I do not have one installed on my PC. I'm going to attempt to further troubleshoot it, if you have any suggestions i'm happy to listen.
