It kind of depends on what you want to OC:

I've had a good experience with the B450 Aorus M, which would be good for Ryzen 5 3600X/1600X overclocking.

the stock cooler can usually OC alright with some more noise, but if you want something quieter/larger/watercool-ier, you can look elsewhere. Be Quiet is generally a decent brand for cooler, but their highest end models are likely more than really needed. Arctic generally makes decent budget options
